Helmet vs Eye Protection Laws

Today I was watching an M13 video on youtube and he mentioned that some US states require eye protection and yet not helmets. I thought that was curious. So I googled it, which brought me to this website: http://motorcycleinfo.calsci.com/PrintLaws.html sure enough, on there it says Arizona, New Hampshire, and Ohio do not require helmets for adults but they do require eye protection.
I agree eye protection is important if you're going fast or it's windy but otherwise I pretty much keep my visor up so I can feel the breeze. :)
